Tax credits. You are exactly right. I get so tired of hearing him say "tax cuts for the poor" when referring to tax credits. A reduction in the amount of tax paid is a tax cut. A tax credit over and above the amount you owe (if any) results in the government sending you a check, and is an income transfer straight out of the Marxist playbook.
