Puppies tail banding-docking what ones safer? ?

i was talking to my vet about tail docking and if it was necessary ect. he said that some people do it there self's. that they will use rubber bands and other types of strings and tie it around the pups tail until they fall of and some people with use scissors or wire cutters and cut the pups tails off. what one is safer i,am going to get mine done at the vet but was just thinking if any other way is safer i know that the vet don't use and kind of pain reliever's or anything and please no hate answers thanks
