Military support question?

Some senators and congressmen profess their support to the troops but not the mission. Having served three years active duty in the late eighties, the mission is what you are there to complete through any means. Please explain to me the "support the troops but not the mission" statement,without the current situations polotics. It did not matter to me which party was in power, you just completed the mission . Please explain .
