Extreme low rise jeans?

yay or nay?? I was gonna get some custom made for me...but unsure, I had some last year made with a 5.5 rise, but htey dont even look that low when I put them on even though I measured and they are 5.5...I was thinking of like 4 inch rise or soemthing? Is that too trashy looking? Im 23 and skinny, I dont wear like belly shirts and stuff, I would be wearing these jeans wih a long tight sweater and heels or something.....But still unsure/ would you do it?
