Does ICE ever answer the phone?

I tried calling U.S. Immigration & Customs Enforcement and was on hold for over a half hour. After that I got sick of waiting and just hung up. Come on, either they are way under staff or we need to watch our borders more seriously if so many people are calling to report people. Does anyone know if the hotline is 24 hours? I will try calling again later but am very disappointed. I called on my cellphone to and just wasted minutes listening to crappy music on hold. Uggh.
