I only consume around 1400 calories a day, still gaining weight?

i am 5'6" tall and weigh around 155lbs... i eat healthily and my goal is to consume around 1400 calories a day to drop some of this extra weight i'm lugging around... but the thing is i am not losing any weight at all! i don't do a whole lot of exercising... could that be the whole reason?
